INTERNATIONAL ADVANCED TRAINING PROGRAM FOR INTERNATIONAL OBSERVERS AND ELECTORAL EXPERTS
In preparation for the Presidential and General Elections in Kenya scheduled for Tuesday, 10 August 2027
General Theme
“Capacity building, professionalization of international election observation, and consolidation of democratic standards in the pre-electoral period”
The Representation Office of New International Perspective (NPI) in Kenya announces the organization of a major training and capacity-building session dedicated to international observers, electoral experts, political analysts, human rights specialists, mission coordinators, and field officers.
This initiative is part of the technical and professional preparation of teams expected to participate in upcoming international election observation missions in Kenya, in view of the Presidential and General Elections scheduled for 10 August 2027.

OBJECTIVES OF THE TRAINING
The training will aim to:
- strengthen the technical skills of international observers;
- update knowledge of the Kenyan electoral cycle;
- master international standards of election observation;
- enhance analytical capacities regarding the electoral process;
- develop techniques for electoral monitoring, data collection, and information verification;
- improve the drafting of observation reports, mission reports, and preliminary statements;
- strengthen capacities in prevention, identification, and documentation of electoral incidents;
- develop skills related to election day observation;
- deepen understanding of result transmission, aggregation, and publication mechanisms;
- strengthen knowledge of electoral dispute resolution mechanisms;
- promote impartial, independent, professional, and evidence-based election observation.

TECHNICAL MODULES
The training will include the following modules:
Module 1 — Legal and Institutional Framework
- Constitution and electoral legislation of Kenya;
- role and responsibilities of the Independent Electoral and Boundaries Commission (IEBC);
- institutional framework of elections;
- rights and obligations of stakeholders;
- mechanisms for electoral dispute resolution.
Module 2 — Methodology of International Election Observation
- fundamental principles of international observation;
- impartiality, independence, and neutrality;
- short-term and long-term observation;
- deployment methodology for observers;
- observer code of conduct;
- non-interference in the electoral process.
Module 3 — Electoral Cycle
- pre-electoral period;
- voter registration and voter register management;
- electoral boundary delimitation;
- candidate registration;
- electoral campaigns;
- campaign financing and electoral environment;
- voting operations;
- vote counting;
- transmission and aggregation of results;
- post-electoral period.
Module 4 — Election Day Observation

NPI APPROACH: “OBSERVE — VERIFY — ANALYZE — REPORT”
The NPI methodology is based on four core principles:
OBSERVE
Directly record facts and the conduct of the process.
VERIFY
Cross-check information from multiple reliable sources and distinguish established facts from allegations.
ANALYZE
Assess information within its legal, electoral, institutional, and political context.
REPORT
Present objective, documented, balanced conclusions consistent with the mission mandate.

POLITICAL AND ELECTORAL CONTEXT OF KENYA
Within this training framework, special attention will be given to the evolution of Kenya’s political and electoral environment ahead of the 2027 elections.
However, NPI adopts a strictly professional, cautious, and non-partisan approach.
Participants will be trained to analyze the political environment without supporting or opposing any candidate, coalition, or political party.
Discussions will include:
- evolution of political competition;
- dynamics between ruling and opposition actors;
- electoral alliances and coalitions;
- youth and women participation;
- socio-economic issues influencing voter participation;
- political discourse and its impact on the electoral environment;
- risks of tension or polarization;
- misinformation and content influencing public opinion;
- institutional mechanisms for dispute prevention and resolution.
NPI will not issue any anticipatory political conclusions and will not take sides in favor of any candidate, party, or coalition.
All assessments will be based on verifiable evidence, direct observation, documented sources, and internationally recognized election observation standards.

Participants who meet the required standards may receive an NPI certificate of participation or training completion, according to organizational procedures.
